Update to Selection Logic for 2020 URLA

Update to selection logic for returning the 2020 URLA in packages for testing in production.  Current selection includes logic based on original published effective dates that would return the 2020 URLA as of February 1, 2020 if no indicator was provided to select either the Revised 2009 version or the 2020 version.  Updated logic requires the indicator for the 2020 URLA be provided in order to include it in a package without regard to the application date to facilitate client testing. 

NOTE: the 2020 URLA may not be used until at least September 1, 2020 without special approval from the GSEs.
