The Department of Veterans Affairs (“VA”) recently released VA Circular 26-19-30 to provide additional guidance for the implementation of the Blue Water Navy Vietnam Veterans Act of 2019 (the “Act”). In addition to changing loan fee rates, the Act provides a waiver of the VA funding fee for active duty service members that have been awarded the Purple Heart. The amendments are applicable to loans guaranteed on or after January 1, 2020.
In consideration of these changes, the VA recently posted a revised VA Form 26-1880 “Request for a Certificate of Eligibility.” The form contains a new box, labeled as 9B., which asks if the Veteran is a Purple Heart recipient.
