Update the VA QM Audit Logic to restrict points and fees test

Updates to Veterans Affairs QM Audit Logic to restrict points and fees checks to only Interest Rate Reduction Refinancing Loans ("IRRRLs"). Aligns with the points and fees test results which indicate only applies to IRRRLs.
